In NetBeans, Cookies are used for Service Discovery
Cookies are a predecessor of Lookups and serve the same purpose, more or less.
The point of cookies is to associate them with some kind of ability of a class.

A cookie is a text file. Sometimes websites give you cookies to store your settings or preferences for that particular website, or to help themselves remember that you went to that website. You can delete all your cookies from time to time. If you think you've completely removed all traces of your activity relating to a website, you should check to make sure that you don't have a cookie file somewhere called yourusername@bittorent.txt etc. If you delete all your cookies you will find that your favorite websites don't remember your login any more.
